MINUTES OF 5TH NAF MEETING: NOV. 7, 2009

5th Meeting of Negros Airsoft Federation was called to order on November 7, 2009 at 2:30 PM held at Seal Team 3 Airsoft Shop, Mandalagan, Bacolod City and an augmentation team leaders meeting was held on November 8, 2009 at the Icewater Tournament in Silay.

AGENDA:
1. NAF LOGO - the official logo of NAF has been decided out of around 17 entries, and is presently posted in the NAF website homepage. It was suggested that all NAF members will have a velcro attached badge (with the NAF logo) made and worn in their BDUs during official NAF sanctioned tournaments together with their team IDs (worn at their back). A flag with the NAF logo will be made likewise and posted in all NAF sanctioned tournaments and official activities.
Due to the high cost of the computer program in having the logo/badge made, it was suggested that Seal Team 3 or any independent supplier be contracted to manufacture and sell the badge with NAF logo to each NAF team. Each team members will be OBLIGED to purchase one badge to support the contracted supplier in their investment. Ceiling price suggested be at P90/badge/person. Estimated badges made would reach 500+ for the whole organization.
2. MARSHALLING MANUAL/AMENDMENTS OF BY-LAWS: PENALTY - It was decided that a technical committee of 3 members will summarize, finalize and present for final votation in NAF, all suggestions made online and during physical meetings regarding the above topics. Committee is headed by Sam Felizario (ZION), with Mike Singson (ACP) and J. Ramon Arriola, M.D. (MAG) as members. Lorbie Gaston (NAF Admin) will serve as secretariat.
3. INACTIVE AND ABSENCE OF TEAM LEADERS/REPRESENTATIVES - For unexcused absences (both physical and online discussion), it was unanimously decided that for:
1st offense and 2nd offense - a warning be given,
3rd offense - a penalty of team suspension to 2 NAF sanctioned tournaments,
4th offense - expulsion from NAF membership.
The reason for the stiff penalty is based on two premises: (1) it would be unfair for the team leaders who took time and effort to attend the meeting, especially for the out-of-town team leaders, and (2) if there are a lot of absentees, the meeting would be rendered useless and no decision be made on issues raised. THIS WILL BE IMPOSED STRICTLY ON THE NEXT NAF MEETING ON NOV. 28, 2009.
4. NAF CHRISTMAS PARTY AND GAMES - It was suggested that the first NAF Christmas party and games be held on Dec. 19 - 20, 2009 (Sat. - Sun.) at Sagay City hall grounds (Balay Kauswagan). Host teams will be Sagay SAF and Cadiz Firecats. Further discussion on details and costing will be made in the next regular meeting. However, other venues are still open for consideration.
5. R6 TOURNAMENT IN ILOILO - Players from Sagay SAF and ZION will spearhead the NAF team to the said tournament on Nov. 21 and 22. Players interested to join this tournament would coordinate with Sam Felisario (ZION) and J.P. Rivera (SAF).
6. ICEWATER TOURNAMENT - Dodo Cuaycong (Icewater) explained the tournament's rules and missions for the information of all team leaders present and joining the tournament.
7. TOURNAMENT SCHEDULING IN 2010 - discussions was deferred for the next meeting in order for Joeffrey Narazo (BAC) who is the proponent of this issue be present to elaborate the matter.
8. NAF SANCTION TOURNAMENTS PROS AND CONS - discussion was deferred due to time constraints. To be re-agendum in future meetings.
OTHER MATTERS:
9. REDEFINING THE MEANING OF 75% PRESENCE OF TEAM LEADERS TO CONSTITUTE A QUORUM AND THE 75% MAJORITY VOTE - As stated in the by-laws of article IV No. 3 MEETINGS "The presence of not less than 75% of the team leaders shall constitute a quorum and shall be necessary to conduct the business of this organization" has been redefined as follows: A quorum is deemed contitured by the presence of at least 9 team leaders. This was decided unanimously on the Nov. 7 Seal Team 3 meeting and further redefined unanimously in the Icewater tournament meeting on Nov. 8.
As regards to the 75% majority vote, it was further clarified that this would apply to those present in the quorum and not necessarily 75% of the 17 founding teams. By definition, a quorum would be not less than 9 team leaders, therefore, 75% of 9 is 6.75 or 6 votes. Therefore, the 6 votes would mean the majority vote.
This however could still be amended.
